Card has the same back as 19070601-HighStreetAbingdon and TheStationAbingdon which I've also tentatively attributed to A.O.S. This card is likely older than its postmark. The Cottage Hospital was on Bath street and was open between 1885 and 1930 when the Warren Hospital opened. The building was demolished in 1989. Sent to Annie Hislop (b. 1871). I think Annie's maiden name was Tanner, and she is shown on the 1891 census as having an older sister Kate (b. 1870) who is likely the sender.
